Washington, D.C.-Americans for Peace Now (APN) today applauded changes approved to H.R. 4681 through the Managers'
Amendment and urged further improvements to the legislation as it moves through Congress. H.R. 4681 seeks to impose
restrictions on U.S. interactions with the Palestinian Authority in the wake of Hamas' victory in recent elections.
APN supports suspending direct U.S. aid to the Palestinian Authority until Hamas recognizes Israel, opposes
terrorism, and recognizes existing treaties with Israel, while at the same time ensuing that humanitarian aid
continues to be provided to the Palestinian people. APN is a Jewish, Zionist organization dedicated to enhancing
Israel's security through peace and to supporting the Israeli Peace Now movement.
"APN has led the fight in Congress and with the Administration to make sure that H.R. 4681 emerges as a more
focused, pragmatic piece of legislation than it was originally written," said Debra DeLee, President and CEO of
Americans for Peace Now. "The version of the bill that was approved yesterday at the committee level in the House
reflects some slight improvements in terms of providing better flexibility for the President to conduct foreign
policy and allowing aid to be provided for appropriate purposes. However, many more changes are needed to make this
legislation productive, such as a real national security waiver provision, a sunset clause, and narrower benchmarks
for performance that are consistent with the Quartet's demands. We will continue working to ensure that this
legislation is improved as it moves through the congressional process."
