SETTLEMENT CONSTRUCTION ON THE RISE; BREAKING UP IS HARD TO DO; AS LIVNI RISES, BIBI FUMBLES AND BARAK SINKS; BUSH'S FAILED IDEOLOGY

SETTLEMENT CONSTRUCTION ON THE RISE: Israeli settlement construction starts nearly doubled in the first half of 2008, according to a Peace Now report issued Tuesday. The report also found that more than 1000 new structures - including multi-unit buildings - are currently being constructed in the settlements.  These new structures will create around 2,600 new housing units. 125 new structures were added to the outposts, including 30 permanent buildings. The Israeli government is behind much of the increase in construction, as the number of tenders issued by the government for construction in settlements increased by 550% (with tenders issued for 417 housing units, compared to just 65 in 2007).
